The paper o¤ers a new theoretical framework to investigate the organization of technology transfer between universities and industry. We ...nd that technology transfer o¢ces (TTOs) can reduce the uncertainty and adverse selection problems between faculty-inventors and industrial ...rms, and thus play a crucial role in forming the market for university inventions. Our results help explain the signi...cant increase in the number of TTOs since the Bayh-Dole Act of 1980, as well as the recent surge in licensing of university inventions. Furthermore, we show that a monopolist TTO may implement e¢ciency in technology transfer, while competition may cause a welfare loss. JEL Numbers: D4, D8, L12, L13, O32.
